Governor Pataki has taken dramatic steps to improve and expand services for New Yorkers with special needs.

• Governor Pataki created the nationally recognized NYS-CARES; a model program that provides a home in the community for people with developmental disabilities.
  
  
• Governor Pataki enacted Kendra’s Law, to ensure timely and appropriate treatment for people with mental illness.
  
  
• The Governor started a new $125 million program to expand the availability of case management, housing and other community services for children with serious emotional disturbances and adults with mental illness.
